No, Retribution is standalone and does not include the original DoWII or Chaos Rising. It's not possible anyway because those games use Games for Windows Live while Retribution uses Steam.

It depends on how you buy it. It can be the standalone copy, or you can buy the "Complete Pack" that includes Retribution, Chaos Rising and the base game. It was the same with Chaos Rising; you could buy it by itself, or the "Gold Edition" that included Chaos Rising and the base DoW II.
